„Termoelectrica” S.A. invites consulting companies to participate in the international tender under the Chisinau District Heating Optimization Project
„Termoelectrica” S.A. announces a one-stage international tender for the selection of a consulting company to support the implementation of the Chisinau District Heating Optimization Project.
The project is financed by the European Bank for Reconstruction and Development (EBRD) and aims to modernize and streamline the centralized heating system in Chisinau through:
• the transition of 1,665 apartment blocks to a horizontal distribution system for the heating agent;
• the installation of 2,510 Individual Heating Substations (IHS);
• the implementation of 57 pilot projects for thermal insulation of selected buildings;
• the rehabilitation of primary heating networks and related infrastructure.
The total project budget is €326 million, with €143.5 million provided by the EBRD. The remaining funds are covered by the European Investment Bank, the European Union, and the Eastern Europe Energy Efficiency and Environment Partnership (E5P).
The procurement process is conducted through the EBRD’s e-Procurement Client Portal (ECEPP) and is subject to its terms and conditions.
Only registered participants who express interest in this procurement process via ECEPP will gain access to the tender documents, clarifications, addenda, and be able to submit their bids electronically.
