The Republic of Moldova has received financing from the World Bank toward the cost of the Moldova Second District Heating Efficiency Improvement Project (DHEIP2), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include support in bids evaluation and technical supervision of the Plant Design, Supply and Installation Contract for the subcomponent 1.2. – construction of cogeneration plants based on Gas Internal Combustion Engines and high-voltage power facilities at the CHP Source-3 and the HOB West with due diligence. The Services to be provided by the Consultant will be divided in three (3) Phases that will last about 35 months. First Phase (I) will include 2 months for bids evaluation support, the second Phase (II) will include 1 month for pre-Commencement activities, 20 months of works supervision, Completion and Operational Acceptance Certificates issue and other closing activities, and the third Phase (III) will cover the supervision and monitoring during the 12 months of Defect Liability Period (immediately after operational acceptance of the works).
The estimated level of effort will be 170 man-months.
The Consultant Contract is expected to be signed in March 2022.

The Moldova Energy Projects Implementation Unit (MEPIU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: general experience and mainly the core activity and the administrative strength, technical and managerial capability of the firm; qualifications in the field of assignment, experience in international projects related to Technical Supervision and bids evaluation support foe the construction of GICE – based plants in at least three (3) projects during last ten (10) years.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (revised November 2017 and August 2018) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
